FINANCE AND ADMINISTRATION DIRECTOR (to be based In the Country Office - Arusha)

Heifer International Tanzania with 36 years of working with rural communities of Tanzania, we are the oldest NGO in Tanzania and the oldest in Heifer Africa Area Program, started its work in the country since 1974 and covering the whole country.
Summary of Position Responsibilities
The Finance and Administration Director will be responsible for maintaining a sound financial accounting system, and overall administrative and managerial issues as well as implementation of strategic plan, business plan and frame work document in accordance with Heifer International



Heads the Directorate of Administration and Finance



Establishes and maintains workable systems for regular monitoring and evaluation of the performance, quality, relevance and efficiency of all finance, personnel and administration programmes



Plans and controls all the financial and accounting operations for Heifer Responsible for the preparation of all financial and accounting reports for Heifer



Ensures adherence to the approved financial and administrative policies and procedures



Co-ordinates preparation of budget of Heifer International Tanzania Establish and maintain a sound and effective administration and financial system as per HPI standards requirements.



Reports on financial performance of HPI including timely preparation of all monthly, quarterly and annual financial reports, annual financial statements analysis, reviews and variances.



Ensures HPI has adequate financial resources through soliciting funds from various development partners and the Government.



Liaise with HQs in USA in all matters concerning finance



Supervise subordinates on their daily duties and performance.



Performs such other related duties as may be assigned by the Country Director from time to time.

The incumbent must maintain confidentiality, use sound judgment and perform independently maintain standards of conduct and demonstrate sound work ethics



Other Desirable Skills



Fluency in a local language (Kiswahili)



Must be a self starter and able to work in a team setting Strong interpersonal communication and organizational skills



The candidate should be able to use effectively computerized Integrated Financial Management System



Qualifications and Experience



Masters in Public or Business Administration (MPA or MBA) from recognized University/Institution.



Degree/Advanced Diploma in Accountancy with not less that five years experience. Post Graduate holders will be an added advantage:-



Fully qualified Accountant possessing CPA (T) ACCA, ACA or equivalent qualification will be an added advantage.



Registration with the National Board of Accountants and Auditors (NBAA) as certified Public Accountant (CPA) will be an added advantage



At least five (S) years experience in senior managerial level position.



The F&A Director may have to work odd or long hours at a time to complete special requests or projects.



The F&A Director may have to spend long hours sitting and using office equipment, computers and attending sessions.



The F&A Director will have to serve a number of people and projects at one time, and will be interrupted frequently to meet the needs and requests of staff.



The F&A Director may find the environment to be busy and will need excellent organizational and time and stress management skills to complete the required tasks.



The F&A Director might be required to travel time to time (in-country and outside the country)



Salaries & Benefits: The above position is on nior category, carries a very attractive competitive salary package but depending on qualification and experience.
